Brigandine (the old one) taught me this the hard way

The lv.3 ruler has a larger potential than the lv. 27 guy (max lv. 30). But the 27 guy rules more castles so his strat is to finish the game faster than the other guy.

The lv. 3 guy is allies with another small country though.

The 27 guy also has a right hand man who is lv. 29.

That guy betrays him some in-game years later though.
