No, they are not at the top of the guild organization.
They only have one senior member who has connection with the Guild Organization, and while rest are high ranked, that doesn't mean priority.

Just to clarify Guild Organization is different from the Guild that Fire Girl belongs to.

I mean the Guild Organization is basically like the government for Adventurers, while Fire Girl and her mates Guild is like a high status independent political party.
While that means they have connections, but that doesn't mean they can force stuff to get priorities for someone.
