Hey. I wanted to upload the missing chapters of a series. These were officially translated in English, but the publisher (Bilibili Comics) dropped the title and they're no longer available on their page. After reading the rules, I see I'm supposed to mark the group as "Bilibili Comics (Ex-Licenses)", but uploads for this group are restricted to members (unlike other Ex-Licenses groups I'm looking at). I also see they have no uploads nor members. Is this a bug?

No it's intentional.

They may not have had permission/rights to everything they were hosting on bilibili comics

You can read the start of the series in the long strip format version (https://mangadex.org/title/7226ef70-592f-42b5-a3ff-8b91af15d97f), but there's a big chunk missing in between that got an official English translation. If you click the "official English" link, you can see it's not in their page anymore.
