I also want to share my personal crackpot theory: I think Ena died twice. She’s got too much knowledge, and chronologically the time loop either started recently or there are even wackier shenanigans going on. I believe the first time she died was several decades ago — probably during wartime, although it’s anyone’s guess. That was when she met the fifth. Maybe they died at the same time, or maybe one of them acted as a senpai to the other. I don’t know how angel injuries work, but something clearly happened to the fifth to get her messed up (although she could probably still look human if she tried). During this time, Ena learns the ropes, meets Chiyo, and all that stuff. Eventually, though, Ena gathers enough karma and decides to become human again. This is where she sees herself as a “bad person”, because in the process she had to abandon her partner. At the time, she didn’t realize how hurtful that was. Ena is reborn as Hasumi, but intentionally or unintentionally, her old partner can’t handle that. Her old partner pulls the strings to make Hasumi’s life difficult and — crucially — make sure she can never fall in love. That way, when Hasumi Ena dies in the rockslide (or is killed, maybe), she is reborn once more as a cupid. From there, the time loop starts, either due to the fifth’s meddling or because of the weirdness of being reborn twice.

I wasn’t expecting to theorycraft so much just based off of this chapter, but here we are. There’s a lot of holes in this theory, and I’m sure I’m missing some stuff, but if it ends up having even a crumb of truth to it, I’ll be happy. I’m really looking forward to the next chapter!
My original theory was something like this, and most of it definitely makes sense. However, Hasumi has been here at the school for a while, which I don't think matches up with Ena being a cupid in chapter 0.

So I have a theory that could explain Ena's experience.
  • Ena is obviously experienced and cares more about results than being nice
  • Her all tirade to Koharu is her just saying the situation is her fault
  • She is "Hasumi"
  • We have a missing classmate
  • We also have an unnamed cupid
So what if, the missing classmate was the real "Hasumi".
Bullied and ostracized, she died in that landslide and was brought back as a cupid to get some closure.
Ena, the experienced, goal oriented cupid was assigned as her mentor.
But Ena, being so goal focused and,as she said, "doesn't know how to connect to or bring poeple together", thought that the best way to solve all this was to cut the knot.
She saw that the death of their classmate made the whole falling in love thing hard, so she inserted as the dead Hasumi to make the problem disappear.
Which, obviously, didn't sit very well with the real "cupid" one.
Unable to get her closure, Hasumi cursed Ena.

Out of everything it could’ve been, I definitely wasn’t expecting time travel! I’m curious to see where things go next.

That said, I don’t think Ena has always been in this time loop. The equipment she has, her relationship with Chiyo, her knowledge of the pigeons and other external cupid stuff, it implies she’s been to other places before. Plus, the loop is definitely modern. People have already mentioned the modern phones, but there’s a clearer example: in Chapter 13, Page 6, we see Kitano’s profile. It says she was born in 2007 and is 17 years old, which would place the current time as 2024. If anything, this is later than expected, since last we knew Koharu was born in 2003, died at 15, and revived 5 years later, which would put us in 2023. As of the start of volume two, it’s been about a week since she became a cupid, so it should probably still be 2023? Maybe that’ll be a plot point, maybe not. Either way, it’s weird if the loop’s been going on for a while despite chronologically barely being in the present.

The mysterious fifth cupid is also super interesting. It’s clear she has some relation to Ena, but there aren’t many details yet. She was probably the one to hypnotize Azuma, but even that’s speculation. A few sightings of her stand out to me:
  • Ena's birthday art. She looks like she was horribly burned — even her wings are lobster-red. However, something else that I think is important is the background. They look like they’re on a train. It’s hard to get any more information than that, but it adds credence to the idea that Ena wasn’t always at this school or in this time loop.
  • The Chapter 12 cover art. Ena’s holding someone with her hands covering her head, and the uniform and hair look similar to other pictures of the fifth. Every inch of her skin is covered in bandages. Moreso, a bulky mass of bandages are on her back, which most likely cover her wings. That implies that this was after they both became cupids. I don’t know how metaphorical the cover art is, but I think that’s important.
  • The final page of this chapter. Under the window, you can see a figure with her hands on her head, blackened skin, and winglike appendages. It’s a good chance she’s the fifth. What does that mean? Nooooo clue. If I had to bet, I’d say she’s what’s causing the time loop.

The chapter 8 target lady was born 06/19/1994 and was 29 at the time of the report was complied, so that places the chapter sometime between 06/19/2023 and 06/19/2024. The calendar in Ena's cabin points to it being July 2024 (although for you reasons you point out this doesn't make much sense) That and the birthday which you mention I think broadly it suggests that its 2024. Or well, the more I look into it the more I feel that love bullet doesn't really have a coherent timeline as far as it comes to how much time passes between chapters. Like the first vol. is suggested to take place during 2023, but that puts at least 3 months between it at the start of vol 2 which obviously isn't the case. Koharu being born in 2004 fits better but that contradicts this so... But even if she was that places 4 months between ch9 and the end of vol. 1 and that time isn't accounted for at all.

The timeline is definitely messed up on this area. The Hospital not having any records of Hasumi that one of three things is happening.
  1. The time loop is at a earlier time then it is supposed to be. In the time loop it's early July 2024, but outside of the immediate surroundings it's 2023. This would explain the inconsistencies I the dates, but it would require the time loop to have been moved to the past.
  2. The time loop is at a later time then it's supposed to be. In the time loop it's early July 2024, but outside it's a later date. This conflicts with the dates of the earlier chapters, but would be easier to realise than option 1.
  3. The time loop is at any point in time (it doesn't matter at which point in time), because Hasumi was never admitted to the hospital.

That "just one person huh?" line seems like it'll play a larger role in the current thing.

One things you guys are forgetting is throat karma can be used to buy stuff. Perhaps getting a time reversal wrist watch is not far fetched. I think Hasumu died years ago and then saved karma to get a time loop watch and then reset just her school to X years ago. It would explain how Chiyo knows her. Basically, as soon as the time looped, they were in the 'past'. Something like domain expansion but the bubble is the past and outside it is the present.

Homura is that you? Hahaha. Jk.

But srsly, there's no way this is like reliving the past like a timeloop. Because she has a past with the Chiyo (the other cupid in their group). So, I guess this current timeloop is just recent or something??

Your first day on the job, being the mess you were a part of? Yikes.... But is that just unlucky, cause most cupids don't remember how they die,d right? Even if they do, they barely remember their story.
I might be forgetting something, but where did you even get that from?

I need more!!! Also I'm glad my instinct was right about this Manga kinda being dark.. not saying its pretty dark but I think the topic are heavy.

However, i wonder if overtime the chapters can get more darker and twisted about being a Cupid.

In the second drawing, the mystery cupid is seen to have red skin; if cupids exist, why not evil demonic cupid things?
I wonder this implies we'll see cupids that are fallen angels in someway. Or maybe gathering large amount of karma is bad if you dont use them in someway.

It seems like this series is trying to go on a more darker theme in someway(maybe and I'm all for it).

I suspect that Ena essentially made a demonic pact with the mystery cupid for whatever reason, which allowed her to live as the human Hasumi but also forces her to be stuck in a time loop.
It could be that Ena has been in this time loop for years maybe, because it was odd that everyone just washed over Hasumi's injuries after her sacrifice in the landslide incident. So I wonder Ena die before and the cupid in the Ena's art could be her mentor but got Ena stuck in a loop for the rest of her life and somehow became a fallen angel or somewhat.

Again, it was weird that classmates would just not care for a classmate even if they where bully, especially adults too. Like sure some will probably not care but after the landslide I think ppl would definitely want to know how her condition is.

Chiyo also seems to know about this situation, since she is not surprised at all by the time loop.
It's hard to tell if Chiyo knew about the loop, but at first I thought maybe Chiyo and Ena knew each other before becoming cupids or had work together before.

Overall great theories. Again, a lot of clues were there before Ena appeared, since it felt off at the start of this arc. Like there's no reason why the guy couldn’t apologize after bumping into Koharu. Again the way everyone reacted after knowing Hasumi was at the hospital after landslide just felt off. Ena is definitely covering something up with loop or the mystery cupid is trapping Ena here for fun or just a fallen angel.
