As far as why Kakeru changes into a girl, Umineko said early on she had no idea, because nothing like that had ever happened before. She was confused as to how Kakeru, a "magicless man" could even transform. The info page for Umineko said she's an 1,172yo virgin because "normal male creatures can't see her," so the fact he could see her from the start was unusual.

Chapter 4.5's end page says that a girl's magical trait determines their "magical structure", aka what their costume looks like. So apparently that's what her magical trait is.

If you review the first chapter, you will see that the one destined to be a magical girl was Kakeru's little sister, but he intercepted the magical energy thinking it was an attack by a monster and that's why he transforms into a magical girl.

Yes, how is that relevant? I were asking why he wasn't given the sentai gear afterwards, so how he originally transformed seems unrelated? Also indirectly asking why they don't just swap gear now, in case the sentai gear wasn't made back then, and instead constructed as a result of her bribes.
