Anime is sequel to manga. This is the first operation of ExceedsOh I was legitimately expecting this to end here and the anime pick up/remake this arc.

Am I missing something? That world was only 'magicless' because of a genocide. The local military side even had tech to make them not detected by magic. And how is it a one trick pony? They got there, learned about the situation, and resolved it.Chrono's you mean?
Kinda had a discussion on it, and there wasn't a great way to put it, but he is talking about Hayate's operations where Exceeds go into magicless unadministered worlds and solve unsolvable problems for them. This is the miracle he mentions.
He then proceeds to tell Hayate that she needs to make this repeatable, so she can apply it to other worlds. One trick pony would not sustain Exceeds I expect.
She also needs to make it into her own thing. Because if she doesn't, why is there a need for Exceeds, when TSAB already intervenes on non administered worlds when magical shit happens that might be a threat to other worlds.
This world doesn't just have Daranza. It has other nations. It just so happens that in a corner of it, a secluded group had magic.
