That's by design to be fair. Utena/Baiser's entire goal at this point seems to be to provide endless entertainment for herself by fighting the Magical Girls over and over so she can watch them in action; she WANTS a permanent stalemate where Enormeeta doesn't actually accomplish anything, but also escapes cleanly every time. To some degree it feels like some of the rest of the cast is on board with this: Kiwi just wants whatever makes Utena happy, and Azul also enjoys endless battle (since it means she'll get hit).

When the Shio-chans show up it turns into way too many characters for my meager brain to handle. Just the fact that Enormeeta keeps adding blonde characters makes it hard enough for me to tell who’s talking sometimes
