Its not half bad. The animation itself is clunky and lower quality than the average anime, but the soundtrack is pretty good.

Character's voices are well chosen.

It gets the main story beats right.

It shows a few worthwhile things that aren't in the manga, a good example being the fact it dives deeper into Utena's obsession with Magical Girls. Even shows the moment as a young kid when she became a fan, in a non-perverted sense.

All in all, worth the watch.

The complains I read where more on the sides of the actual content of the series. It is an impossible series to recommend with the amount of down right unethical shit that happens already and once it got an anime people were NOWAYING.

The one thing this manga got right is that is heavily stylized. So I tend to not to watch the anime for series like this because I'm scared it won't translate well to animation.
