[Mainsite] Long Strip Url will always change even with the setting disabled [Fixed]

I posted about this in the site update for 3rd of may but it seems the patch for url to change correctly in longstrip broke the option to have it off at all. I have tested on both edge and firefox.

This issue has been fixed in dev, wait until it gets deployed to the main site.

- Fix an issue where the reader would always add browser history entries even when configured not to
