Well there's not much anyone can do, Mangadex is legally required to remove the marked series or shutdown and the marked series can't really be touched here, so the only option is to go elsewhere. Now it is fair to say that the companies that launched the DMCA are doing something dumb since they're not generally providing much in terms of official options in most cases, but everyone else can only really do what they can.

Is Mandadex actually based in the US? If not, then they aren't legally obligated to comply with DMCA at all.

No idea, but .org sites I believe are usually more US based since each country has their own site ending. DMCA's can also go through if the country the site is based in is willing to comply, ao being in another country isn't complete protection
