Fingers - Actions in public are seen as heroic or harmless, but they are probably more involved with the criminal activity they supposedly stop. If I remember correctly, travelling circus = Human trafficking; Slums Restoration = Counterfeiting Ring.

Problem is, these are people, not monsters of the week, so the Six fingers lose their right to call themselves the heroes/Good guys once they start attacking actual people.

It's basic sentai logic.
So, as is clearly obvious, they got high off their own fumes with how up their own ass they are
