I suppose it could also mean "shorthanded equality"? There is no mention of gender in the original.

I think she's saying that a perfectly equal world is one completely devoid of people because people will always discriminate against each other.

I can't think of a short English phrase for it. Something like the "equality of nothingness" or "equality of nonexistance."
