It can be fine even for idol vtubers. I believe that both Calli and Raden (both from Hololive) have talked about smoking without issues. Raden even got a sponsorship recently for a vape-like product: https://x.com/juufuuteiraden/status/1823705865297519026

It's only fine as long as it's tobacco or other nicotine-based product, though. I assume that Japan's stricter drug laws would prevent any JP vtuber from ever talking about smoking substances like marijuana.
