@Fari @jokerxhisoka @TetraSky - in case of major food shortages (like sieges) the government can override normal system of food distribution, confiscate the food, and distribute it according to their own rules. This is called "rationing". Contrary to some claims, it wasn't the normal mode of operation of socialist countries like Soviet Union, even if it did happen more often than people would like.
Note that this is an extreme measure, and governments have fallen due to failing to get food to the people. It is also not really suitable for pseudo-medieval settings, because of the bureaucratic overhead involved.

But in this case, the government has created food shortage entirely on its own, by locking down the city for no reason. Even if the church didn't get involved, hungry riots were pretty much inevitable.

@theShear - the way I understood it, the Prince Faction are being over-the-top villains, who unleash undead and famine on the populace for no reason.

@Gearfist0 - I recommend dismantling the guards, putting them into the pot, and pretending they never came there.

The food shortage is clearly just a means to speed up the process of turning the populace into undead.
So yeah, put my money down on necromancer shenanigans too.

I mean, I suppose it makes sense, they don't know why everyone has lots of food, and they probably want people to ration it out or something, but "branded as rebels" seems a bit harsh, unless these guys are part of the Evil Guy Faction^tm and just want it for themselves or something.

@Degernase This is a common thing with LHT. They pick up a new series, drop 5 chapters, and sit on it for a few months till someone snipes it and they mass release. They're spread too thin trying to cover too many series.

That being said this was only 2 months and thats not too bad in my book.
