The soldiers being assholes and the food thing is actually pretty easily explained. A demon killed the prince and took over his body like a meat puppet and then staged a coup with the prince. The goal is destroy the kingdom so all these dumb moves is easily explained. There is no need for rational orders, they just want to screw the country as hard as possible.

even in wartime no sane government would crack down on a big festival in progress because the risk of rebellion would be to great and if the news got out that people rebelled because soldiers wanted to steal their food well that would be a whole can of worms, since the order for the food distribution was made to "ensure an equal distribution" (tbh to feed the rich and the army but that doesn't sit well with the people)

what they always did and will do is crack down on the organisator afterwards for something seemingly unrelated like smuggle, tax fraud, stolen property etc
