You see this a lot. The first few arcs were fun and engaging, and readers leave high ratings then. Many readers as they drop the manga don't change their ratings, leaving it with a bit of an artificially high score.

I'd say that not doing what the MC asks for her is actually having agency... but, in this way (i.e., indecisiveness because she has feelings for a previous partner), only reinforces the idea that she is misusing her agency.

Obviously, this is going to be a character development moment for her and either she sacrifices herself to atone for it or, more likely, admits her mistake and ends up being the most MC-dick-sucker of them all.

Because a bulk of human beings are too inexperienced/inept/dumb to understand what good actually is.
