I would say its not exactly that surprising, power attracts power so typically divine servants would sooner or later end up or start in higher ranks be it royalty or high level adventurers or be at the center of something big. And for people that high up if they want to it won't be too hard for them to have a network that would notify them when someone suddenly becomes a lot more powerful.
