I think it's being implied here that Meredy is actually old and the current timeline is one where she has gone far, far back. I won't be surprised if it turns out she was actually from a future where Rosalia was already a final boss. This might explain her sudden loss of words when Rosalia asked her when did she last use her power.

Luckily the author explained her power clearly - the sacrifices stay dead no matter what once they are killed in any timeline, so we can be sure that Rosalia won't be a victim of Meredy's magic. ...Right?

Likely not possible. She cannot go back any further than her previous jump. And her jump back to her childhood was seemingly so traumatic that she initially outright refuses. Rather, the implication is, and the synopsis seems to imply this, she genuinely falls in love with Rosalia and Rosalia is taking advantage of that. Their relationship is incredibly close and intimate but Rosalia is psychotically weaponizing this and using her to get away with basically being a serial killer. And in spite of all of the traumatic killings, she still sticks by her.
