Instead of letting people escape, he should have told them to renounce their faith and as proof they should take out the institution buildings and officers of said faith within 2 days or something, otherwise everyone is taken out.

That way the organization itself as a concept will crumble due to internal strife and not just the people.

Shuu erased them all. Sucks for the kid he was on the right path an unfortunate collateral
where did the child die? I thought he wiped out the church men, I didn't think the child got caught in the attack. I mean that one guy didn't die right away and he had to specifically target him, and I believe he was closer to the fire than the civilians.

This is one reason why purges usually fail. When you fail to eradicate all of the opposition, chances are the survivors are going to go underground, lay low and amass resources, bide their time, and when the time is ripe proceed to carry out their payback.

Purges when done thorough and right, can lead to desirable outcomes, at least for the one doing the purging anyway.

Shuu is right in eradicating all of them as we wouldn't have to deal with antagonists repeatedly being recycled for future arcs.

In all fairness as we are talking about a "Religion" this will happen this way too as he only wipes out "one" Country. Nonetheless this will have a effect as "God did not protect them" so it will birth a seed of doubt. If it sticks is another question.
