I suppose this is what happens. Steel armor is actually the best armor so military 🪖 phased it out. What we get is cheap plastic that gets holes inside very easily. Might as well fight in your boxers or ceremonial napkin.

He's actually has had some from the beginning, they've been mentioned you likely just forgot since they get glossed over.

Anyone in this world can get them too via expensive implants, though only nobles can afford them (excluding language implant). Hiro is strange since he has no implants (it's borderline supernatural), so got lampshaded as him having special DNA, though they're basically his game character cheats.
