This is the reason and also because of idol culture evolving into what evolved making stalkers a somehow common problem. Even non-Japanese/visiting phones on Japanese mobile networks will have the shutter sound turned on.I would normally scoff at the phone camera having the old-style camera shutter sound, as no one has that turned on anymore.
But then I remember what I heard CDawgVA - I think it was - mentioned in a video about phones in Japan, and how apparently that camera shutter sound is unable to be turned off on Japanese phones. I don't know if what they said was true or not, as I haven't actually been in Japan to find out for myself, but I'm sure there are those here that can confirm or deny it!
