I think Japan has a pretty big problem with upskirt pictures and stuff, it's the reason why you can't disable the shutter sound on phones in Japan iirc. While this picture isn't on the same level, taking secret pics of minors that share a private moment is a bit creepy nonetheless and we don't know what other types of pictures this person took

This is the reason and also because of idol culture evolving into what evolved making stalkers a somehow common problem. People in Japan have turned to be very apprehensive about their picture being taken in public without permission.

I would normally scoff at the phone camera having the old-style camera shutter sound, as no one has that turned on anymore.
But then I remember what I heard CDawgVA - I think it was - mentioned in a video about phones in Japan, and how apparently that camera shutter sound is unable to be turned off on Japanese phones. I don't know if what they said was true or not, as I haven't actually been in Japan to find out for myself, but I'm sure there are those here that can confirm or deny it!

Pretty interesting chart on Wikipedia that goes over which countries require you to have consent of people in public before you take pictures of them.

That being said, the optics of taking candid pictures of minors in public is definitely suspect, disregarding whatever law is in place.

Even non-Japanese/visiting phones on Japanese mobile networks will have the shutter sound turned on.
