The game shown is a parody of Momotaro Dentetsu (Peach boy electric railway). It switches the peach kanji (the Momo 桃 in Momotaro) for the asian pear kanji 梨. I don't know much about the real game but it seems more like Monopoly with trains where the goal is to make money and buy property which is what they do in the chapter.

Why does the text quality go to shit from page 9? The images are fine but the text looks like it's been mspaint rescaled.

It's because anti-aliasing was disabled on the text (it's a toggle and they left it off), no idea why they'd do it though unless it was a careless accident and their monitor is too low resolution to notice.
