That sounds like nonsense. Detecting resistance doesn't take any advanced technology, old soviet elevators do that no problem. I cannot imagine a situation where a government can install an elevator but can't install the most basic safety. The accidents would cost more money and time than either using the safety features or forgoing an elevator period.Please don't make a habit of that.
