In the US, 21 is the federal limit for the purchase of handguns from an FFL (but you can decide the future of the country and die overseas for the government at 18, so there's that). However, nothing's legally stopping her at the federal level from acquiring one privately and keeping it around the house - that would be a state thing, as you mentioned. That being said, nothing's physically stopping her from doing anything. One does not simply halt the terrible existence known as "Mimi".
