It's a typically Japanese problem. The university you come from determines your status in society. First thing men do when meeting someone their age is ask which University they graduated from. If it's one of the big four, you're set for life and can look down on the others.

Here, I guess that being the scion of a well-off family, he's expected to enroll in a prestigious university, like Tokyo Daigaku, so he attends a cram school and is pressured to get in. But obviously, he can't keep up. C is really bad. It's even worse if he got siblings that are better than him. And if he's a failure, it's suicide for him.

So, yeah, he doesn't have the leisure to have fun with girls.
From what I understand just GRADUATING is all that's important. Unless you're in the first few positions in the rankings your degree as "last in class" is just as good as the person just outside of the "elite" rankings.

Colloquially, college and university are often used interchangeably in the US. Technically, read this article because there's too much to explain without writing a massive reply.

You'll hear someone say "back in my college days" even if they went to a large university. It's just easier to use a two-syllable word instead of a five-syllable word when the different isn't that important to the context, especially when the mouth movements of "college" (primarily tongue movement) require far less effort than "university" (lots of mouth shaping). That will carry forward into writing styles as well.
I just say "back in uni" like a normal person... =)
