Not sure, as i am not that much into Digimon, so only know few stuff.
As per the Web Novel, the Special Evolution is unlocked when a Card with the "Fallen Existence" passive skill has opened up their heart to their Master and trusts them unconditionally.
Once this point is reached, all they need is a Key Item to unlock their Temporary form, which they can keep using anytime after that though it has a Cool-down period post each usage.
Renka's Special Evolution is basically taking her to her higher Rank, aka., Rank C Card, while her Special Evolution is her Upper Rank B form.
Once she reaches that Rank normally, she would lose her Special Evolution, and would have to find appropriate item to unlock her higher Rank Special Evolution.

Spoiler: You forgot to mention that

the "fallen being" trait give a decrease of the stat (minus 100 in there so call "battle power") of card, but once the unlock their temporary evolution form, the gain a permanent boost in their stats n their evolved form and lose the debuff in there normal form.
That boost stay even after rank up with the usal method.
Once they rank up, they either lose the "fallen being" trait (but are stronger than normal card because of the boost) or the keep the trait, and gain a the associated stat debuff once again (so they start slightly weaker or equal than the same type of card) until there master find their new appropriate item so the can gain the special evolution trait again (and then the card will have better max stats than the same type of card)

All cards have a set minimum amount of battle power inherent to their race. That value determinate their ranks.

As the card is used and grows, their battle power rises and the can gain skills, but the maximum value is also dependent of the rank.

B rank: from 500 to 999 (You can at least buy a house with those price)

E rank (only that rank and below can be hurt by human weapons, that why the tools the MC was giving Eliza in the first chapters worked) : from 50 to 99

F rank (Goblins, yep even in that world, there are among the weakest): from ... to 49
