It's a reference to the Feylnes in Monster Hunter. Specifically, the Palicoes you can fight with.
They have cute armor, often themed around more silly/cute things. Their weapons are also often just...not actual weapons.
This outfit is 100% something that could be seen in Monster Hunter.
