Short lived race indeed. He's the Hero's descendant so he wouldn't have any clue who Riheed is/was. Remember, it was 200+ years ago the MC locked himself away in the tower. So that story is so many hundreds of years old. Give or take an average age of 80. The new prince is 3rd, if not 4th, generation.

Curious,what made you reach the conclusion of him being the 3rd or 4th generation?
Considering it's perfectly normal to have kids during your twenties and you get 9+ generations easily.
Even assuming they delayed that like crazy and got kids around the fourties every generation it's still atleast 5-6generations.
(Can't really delay it much beyond that for biological reasons.)

3-4 lifespans between those events and the new prince sounds more likely, is that perhaps what you meant/thought of?

Oh good I'm not the only one who has noticed how disconnected and out of place this story sounds. When I saw the characters list I didn't recognize two of them and it feels like they should have been introduced when they weren't.
