To the people who keep on bringing up the "no sex" law. That was literally gotten rid of like 10 or so chapters into the manga. It was only there for the initial period when the whole deal with extraspecies was relatively new. By the timeSmith brought up that they wanted test subjects for interspecies marriage the laws had changed. That's why everyone and their granny are having sex now, except for the MC and his harem because the main protagonist of a harem series is never allowed to have sex.

Mr. Darling was the government's "first" test subject for the marriage thing. No way in hell would he be the only one. And since a lot of time has passed in series, it's reasonable to assume all the other test subjects worked out fine which is why everyone can fuck like bunnies now.
