The terminology used feels VERY different from previous chapters. The formats all weird.
To be fair, the rank system in the previous translation also pretty confusing, so it partially a world building problem. Who the hell use chess rank for martial class and 1st order for magic class. Just pick one please. Preferably the number.

Yeah about the skills, I've got the list right here folks.
9th ~ 1st Grade (strongest)
16th ~ 1st Class (strongest)

(weakest) Infantry (previously pawn) > Lance (previously spear) > Knight > Silver General > Gold General > Bishop > Rook (previously Castle) > Dragon Horse (previously demon piercing general) > Dragon King (title/strongest)

and the magic system is even more convoluted.

Opo-opo (weakest) > Raptor > Coeurl > Fourth
There's like, subdivisions within subdivisions in this manga..

I'm glad I wasn't the only one confused about the minor skills. But he said you need to "raise all 9" doesn't that imply the minor skills are all separate and not actually a tier system?

By my understanding the skills are first separated into chess categories, then subdivided into 9th to 1st, then subdivided again into 16th to 1st. Which makes it an absolute pain to check.

I was confused by the order of the shogi pieces since the rook and bishop promote to different things, but after looking it up it seems that the rook is actually better like the chart showed.

The ranking is exactly like the kyū-dan system in shogi, but with shogi pieces working as a another dan layer. In shogi you go from 15kyu finishing to 1kyu starting from 1st dan then you move up one dan and so on to 9th dan. But here you start at pawn as well and have to promote through the pieces at every 9th dan.

Ch2, p4 explains skill rank. Ch3, p5 explains major and minor skill relationships. It basically goes like this:

All major skills (with the exception of Magic) such as Archery, Swordsmanship, Summoning, Spearmanship, Shieldsmanship, etc. have 9 minor skills. They are: Pawn (Infantry), Spear (Lance), Knight, Silver General, Gold General, Bishop, Castle (Rook), Promoted Bishop (Dragon Horse), and Promoted Rook (Dragon King).

With the exception of Promoted Bishop and Promoted Rook, I don't think any of the other 7 minor skills are necessarily considered weaker or stronger than one another. They just have different acquisition methods and use cases. For example, Bishop Archery is a powerful pierce strike whereas Gold General Archery is a spread shot that does knockback (ch6, p2).

Each minor skill can be leveled up with experience from 16th Class to 1st Class, then from 1st Grade to 9th Grade. Promoted Bishop and Promoted Rook require much more experience as you continue leveling them than the other 7 minor skills (ch58, p11).

As for Magic, there are 5 elements: Fire, Water, Wind, Earth, and Lightning. Lightning probably didn't exist in the original Mobion, but was unlocked for the MC as a result of summoning the Spirit King since he's an existence that rules over the 4 other types of elemental spirits. Each element has 5 forms: Opo-opo, Raptor, Coeurl, Fourth Form, and Fifth Form (ch3, p6). Each type follows the same leveling system as other skills going from 16st Class to 1st Class, then from 1st Grade to 9th Grade. I believe unlike the other major skills, Magic's elemental forms actually do get stronger as you move up from Opo-opo to Fifth Form, but each still have use cases such as shorter cast times as seen in duels.

The Pawn, Rook, and Op-opo types are the names of the skills and spells; then you level them up through 9 or 16 class/grades.
