Do they all have black belts or are it just the features of black white format?
I was wondering about this too. But in a later chapter, the Spanish version has a translators note explaining that in Japan a black belt doesn't mean quite the same thing as it does in other countries. First-degree black belt means they're a serious student of the art while higher degrees signify more mastery.

Even elsewhere, this is true for many types of martial arts. Black belt often means a basic competency with the fundamentals of the school, and something of a starting line on the path to true mastery. "Black belt = Master" is largely a pop culture invention. See Black belt (martial arts).

I am aware of the existence of ranks among the owners of black belts, yes. It is more surprising that they all seem to have black belts.

I think it is just the format of the comic, one of the characters legit started less than a year.

That being said, based on some google searching, judo in Japan is taken really seriously, which makes sense.

There are levels of black belts of course, but there is a pretty hefty group of practitioners, organizations, and school programs to develop talent for judoka at a pretty early age.

Seijo kind of gets hosed a little bit by the fact that their introduction is losing to Aobanishi.
