Small dogs, especially chihuahuas, have fast metabolism and can get chilly pretty quick. Their small size and thin coat also play a role in their shaking. I think they also shake from excitement alongside wagging their tails.

lots of small dogs shake but if it was 'rescued' from being abandoned it might be slow to open up to maybe one day we'll see it being clingy lol
