Ever since the window gust accident, Neon has been wearing spats.

So, our newly introduced not-a-pervert-anymore with her "panties are merely clothes there's nothing wrong with them being seen" mindset figures that Neon wearing spats as a way to make up for her excessively shortened skirt is just being silly. She could (and should) just go with a very short skirt, no spats, and if her panties ever get seen as a result, that's really no big deal. Neon, for all her bravado and teasing, does NOT feel that way.

Yeah, that meaning of the word isn't really used in Japan, as far as I know. Plus, t-backs have been mentioned before once in the manga, so it's more likely to be what Fuyuka's might think about.
