Wait....isn't that a completely useless ability for anyone else besides the MC who is more or less the only one who can get hundreds of millions of XP each month?
At least that's how the Manga begun stating that even leveling up a little is a huge deal. And maxing up the stats to 999 was deemed something that could never happen.

the hero has an exp boost normally so i would assume that this new limit break skill that also doubles exp gain would stack making them reach even further beyond the 999 level cap relatively quickly even without the mc's monthly exp gain. might still take a number of years but we can assume by age 30 the hero should be well beyond the limit if everything played out like it should have.

It’s useful for everyone else for Growth Rate x2 but it’s level cap expansion is pretty much useless to everyone else…

Basically, if levelling is slower, it’s faster than the original rate but obviously you can see the actual mind behind the balance, the MC just straight up already broken.
