if I remember correctly in an earlier chapter they said that most people can't hear spirits talk unless they're high ranking spirits.

Seeing how he acted with the spirits, I think it's more about how he knows how to interact with them. In this chapter, Univas treated the Spring Spirits like how he'd treat kindergartners. He didn't command them, but "tricked" them into thinking they're playing. You know, like how a kindergarten teacher would use "Santa" to make some kindergartners behave.

Also, what kind of PR team does the hero have, tf!? I think they're the only competent people in the bad guys side that manages to do any significant works.

I think lying is the only skill the Hero has, and he spread lies about the MC being the cause of all the destruction in his wake the entire trip.
