What policies are the issue exactly. Cant remember if it was 2+ but I think another group stopped uploading to MD because that were told their credits page had to be a separate page and not attached to the last page
Honestly, I have no idea as I am not privy to the goings on with their group. Nor do I wish to find out by going to them and asking because I don't want to be "That Guy". Someone around here probably knows, though, and hopefully they'll pipe up and inform us.
Usually it has to do with the scanslation group wanting to make money off of the people reading their translation of a title. Which is, quite frankly, outright illegal in many places all around the world. If you did not get the publishing license to distribute a title in your territory, then you have no business making money off of it. Thus, scanslation is pretty much a public service that people do because they want to share a manga with others they think is worth the effort to scanslate.
As for the credits page thing, I can see why MD would have that policy. It kinda messes with the readers a bit if you append your credits into the last page of a chapter. So they draw this line in the sand and enforce it, even if the last page is mostly blank space begging to get filled in with something.
The one I wish that would get enforced more often is the rule about two-page spreads not being split into separate pages - even if that's how they are in digital raws. If you're gonna go through the effort of cleaning, redrawing, and typesetting a title, then doing a quick stitch-up of two images that doesn't even take five minutes to do in MS Paint shouldn't be an imposition.
