Not insulting the author but, I think it's closely related to Japanese(or mostly eastern) culture/justice system;

what? Why would they arrest a girl who returns a book right away without even asking questions? It makes me think the woman there is involved with the book stealing and the blank paged books are books that have already been stolen.

It is forced and stupid to have happened like that, one thing would be to have her retrained but the way they treated her was exaggerate, but it is par for the course in this story as, like the original, the author doesn't seen to know how to create conflict without it being completely out of how it shoud really happen.

since it's the magic school, it's probably less racism and more 'why the fuck does she have something very restricted/dangerous' with a little 'oh hey she's also a demon'

@nobaka The books place was on a public shelf, so it's nothing about it being restricted and all about either "I can't be arsed to ask where she got this stolen book from even when she came in with it herself" or "Durr durr I'm an idiot" with possible flavoring of racism or self-interest. (Might have been the librarian who sold off the books herself, and now wants to cover her tracks. She'd still be an idiot for stealing comparatively cheap books and selling them off to random hobos in town.)

it gets covered more in the main story, but the library is definitely not public. Removing certain books is essentially a crime, not even just for the school.

but yeah it might totally be the librarian covering her tracks

@nobaka I didn't mean that the library itself was public, but the shelf did seem to be in an "all students/visitors get access" area. So not more special than any other of the books in the library.
Admittedly removing any book from a library without checking it out is essentially a crime. But there's nothing that has told me that the book would not be allowed to move around in the library, say from the shelf to the librarians desk. So her overreaction is both that and suspicious. (Since how does she recognize it as having been missing and also stolen - even if Roxy had walked out with it earlier it could have been an honest mistake that she now was bringing back. But there was zero interest in trying to get any details, just beating and locking her up.)

no, i get it. you're not wrong at all that it could definitely be racism. my point is more that they have all races at the magic school, she's not the only demon there. By and large, everyone who goes there is pretty tolerant of other races, since otherwise you're in for a rough stay. I think you're probably right that it's race related because that's the running theme of a demon in humanland. but at least it's not the millis region.

re:missing v stolen
like i mentioned before, in the source material there's a fair bit devoted to how intense the security and rules are for the library (even if it kinda gets skipped over in the spinoff). using magic, candles, or water (like roxy was considering) would get you in a monumental pile of shit, even if you're just using magic to create light. A lot of these books have magic circles that can activate in the presence of magic, too. Books don't get taken out 'accidentally' (because magic, i dunno man), so if it goes missing, it's assumed stolen or destroyed.

tl;dr
you're probably right, and all the crazy library rules in the novel aren't mentioned here

@nobaka Ok, I get where you're coming from as well, what with those library rules.
The wards probably (should) cover also one of the most common things in a library - that someone misplaces a book they didn't want to check out. (Possibly hiding it on another shelf, because they want to read it more later.)
But if they had that kind of control, they should notice immediately when a book goes missing because it disappears from their magical tracking system, even if it is inside the library (so not just alarms by the gate). And yet there's the immediate assumption of guilt (although that's a story trope).

Ah well, nothing to to about it, other than wait for next episode of.. Mushoku Tensei ~Roxy is Serious~ XD
