he was mentioned waaaay back in the early chapters, he's basically the BBEG who makes the world go to shit.

The reader's reactions of this story's next volume after this arc are pretty mixed in the web novel. Many people dropped the story after this volume because all the character dev that protag and the others went through kinda became irrelevant in the next volume, along with introducing a whole new cast of characters and seemingly phasing out or removing the old ones to the background.

With the exception of notable ones like Harold and Erica of course. and this man Justus was mentioned in previous chapters. He's the primary antagonist of the original game whilst Harold was its secondary antagonist. Harold served under him as his lackey in the original game, and we're going to see that here too.

Then I read them and all of them combined are the length of a normal ch, depressing.

It's worthwhile to keep in mind here that Justus apparently works for the kingdom. He's like some kind of chief researcher. So, going against him is like going against the government. It's another thing how much the government knows of his various deeds and plans. I'd imagine he's officially only doing specific research for the country, but his real goals are elsewhere. It's not like the kingdom would like to see the world destroyed, after all. It's possible, though, that the kingdom doesn't mind some collateral damage if the end result is worth it, which would give Justus quite a lot of freedom.

I wonder where exactly Justus got such a detailed report, immediately. Even the corrupt general couldn't have given him one.

Justus is the final antagonist in the game and he was the manipulator of original Harold.
