Does it go deeper into his reasoning for wanting to meddle with the plot but believing all the events so far are static?
Harold has tried to strictly keep the plot as close to the original plot as possible (he would prefer the plot to be the exact same because that is the only edge he has over Justus), and he has tried to give the hero's party boost by leveling them up whenever the chance arises. (If he fights with them, xp is granted to the hero's party, and Harold, but the xp granted to him is negligible because he is already high leveled)

Moreover, all the events thus far have not been static at all, mostly because of Hiresawa's morals of saving as many lives as he could. Like at the beginning of the story, when the Sumeragis were introduced, Harold had no obligations of helping with the miasma, but he did so, and this ends up saving Erica's mother (whose death is what leads to Erica learning healing magic in the original plot).

Harold literally has a lot more cases of changing the plot just because of his morals to save people. And along with that, he wants to be sure that Justus is brought down (because Justus is the biggest death flag) so he is making sure that the hero's party is formed without a hitch, and is preferably stronger
