real life logic: lets passively track him by having people notify us when he passes and not interfer with him for now until we gather enough information

And this generalization "Japanese manga logic" is seriously stupid! How many manga did you read? Do you understand various degrees of quality exist in every medium? And why are you still reading manga if they don't make sense? Isn't this telling more about you, then about manga?
