Gonna be honest, this entire time, I haven't really seen them as a malicious force. They're clearly doing this for the sake of keeping things together and sane; remember even at the start they never said 'you can't have children', they simply said 'no more than four', which honestly for most people nowadays is more than reasonable. At the moment, it seems like even the sheer act of Taya having kids is outright dangerous for at least one individual, sounding like more. Meaning that the local mystical authorities are bucking a LOT of rules and trends to LET them have those kids. By all accounts they could be much MUCH more strict, but they've been letting a lot of shit slide.
