would have to check raws, but almost certainly 40 寸 which is about 1.3m (寸 is more or less a cleaner inch, 3.33 repeating cm)
or 40 英寸/ 40 inches, but that seems slightly less likely (about 1m*)

I once saw someone explained that this meme come from a funny news when a police in china made a mistake in making a report, a 40 cm long blade was instead written as 40 m long blade. Lol
