i think it either just like golem, it was his ring again that knocked him out with reflection damage, or Ark took it himself
has the manga ever mentioned the existence of such characters? far as i can remember it hasn't made mention yet of there being any other level 8 adventurer. but they sure as hell act like he's the only one in the capitol at the very least.
he's already got tino and if you want to stretch the definition of loli by a slightly exaggerated amount he's also got liz who's pretty short and flat and sitry who's just as short but stacked. cry has a variety of lolis.

I'm not really sure the manga mentioned about it explicitly, but after I quick skim the early chapters I found in chapter 4 that Greg said Cry is the youngest certified level 8, I assume it can be implied that there's not so young level 8 out there, but I admit it's not really explicit mention of other level 8. Maybe there are other mentions in the later chapters, but I don't have te to reread atm.
As for why Cry appears to be big deal to a lot of people, it's because he's rumoured as a genius mastermind that can even see the future, of course people, mainly explorer association, will watch his every move and will go to him about unusual problems, since they assume that he already knows every single thing in the capital. And this supposedly genius level 8 mastermind wanted a relic so badly he went to purchase it directly, you can see why people would want to beat him for that particular relic.

Eclair worn the mask -> Ark arrived in Gladys mansion -> Eclair went berserk -> Ark tries negotiating -> Fails because Ark bring his sword -> Ark defeat Masked Eclair and removes the mask -> Ark gives the mask to Cry -> Cry tries to put on the mask, fail successfully -> Mask kept on a glass cage
There is no scene of Ark being took over by the mask as far as I know.

there's only 3 lvl 8s in zerubia but its still an insanely high achievement and Cry's known for his insane insight, so as far as they know that mask is the infinity gauntlet.
