it depends on which world they are in.
If Eminence in the Shadow was in the MC's world then he would lose out to the MC's over-preparedness and dumb luck though the MC's own laziness would probably ensure they wouldn't fight.
In the MC was in the ES's world then ES would win because his chuunibyou crap would ensure he would come out on top. Though ES may not even attack him because he probably wouldn't see him as enemy, ES's shadows or his waifu's on the other hand would probably attack him and lose badly.

Honestly, I wouldn't be surprised if he really was strong and just thought himself as weak. After all, the only people he could compare were his teammates and they're all bullshit OP. He might not be OP levels of strength but he could at least stand up on his own. Also the fact that he's weak-willed and lazy and whatnot.

he's weak physically, magically, and in mana absorption/capability, oh and he's kinda dumb as well

the only strong point he have are 1. he can use any relics at full potential and 2. his godly luck that make him look like a master strategy

as far as the novel goes only one character know that he's really weak (which is arc) but arc still perceive him as a master tactical of sort due to his god luck
