She’s hesitating about giving him eternal love mainly because he is human while she is a deity, meaning that he can grow old & die while she doesnt. I guess its show that she has come to love him as a man & that hesitation is her being afraid that she will lost him someday

If you are referring to Kosame (the shark mermaid), then it's probably because she knew the implications of the "eternal love" that she offered (immortality or perhaps never aging) though, this is a speculation. What supports this notion is when the girls in the gymnasium mention about how when a deity and a human are in love with one another, the deity gives them something that allows the human partner to become likewise, a deity. (This could also imply instead of immortality or non-aging, it could be obtaining similar traits to the deity.)
