I'd be lying if I said I completely understood what the judge was talking about towards the end there;
Was it an allusion towards his wife being unfaithful?
Or just how he can tell when she lies since they've been married for however many years?
Same, totally lost on what the judge is on about. I almost thought he was saying his wife and daughter are rentals, or something.

As I understood, it is that all of them, including the chief judge, are just 'playing family'. They don't really care that much for each other, but pretend to do because that is their role. He and his family do not live a honest live, so by knowing this he can notice when other people lie.

Where I got a bit lost was on Arata's mother comments on Shinju's mother. Seems like she cared about Shinju and "protected" her in her own way. It feels like there is something more to it, but I don't get it.

Man, I can't stand his mom. Reminds me of why I can't stand watching true crime videos with psychological analysis, and that people view said analysis as gospel. To claim you know how and what someone thinks based on generalization and similarities is the quintessence of human hubris. Then again, I understand that this type of science exists so us humans can clumsily sift through the lies we tell each other and reach our version of truth, so I could give experts a pass. People who claim they "know people because intuition" like MC's mom, not so much.

I don't get what the judge was on about, I would have thought it was about his wife and daughter but he did say it wasn't his wife.

Probably one of those familyman/salaryman life or just simply life for those not boxed into the former, just be what the society wanna them to be which some may say they are living a lie. Living a lie gonna require knowing when someone is lying or at least becoming an "expert" in detecting one, to help choose your decision whether to play along or call that bullshit out.

Or some other WE LIVE IN SOCIETY stuff

I was also kind of lost... I read it as the judge being in love with / really interested in only one thing, and his junior mistook that to mean his wife - but the one thing the judge is actually infatuated with is lies. That's the one thing he knows better than anyone, and that's why he recognizes Shinju's lies... Not a rock solid interpretation, I admit

Let's see the original text in Japanese:
多くの女を愛した者より、一人の女だけを愛した者のほうが女を深く知っている。
Before translating it, I tried searching for the original Tolstoy quote for the following reasons:
1) To confirm if the original phrase is the same as told by the manga
2) To see the context where this phrase was taken from. It is common for quotes to be interpreted differently from what the author meant because they are not accompanied by the rest of the texts. Without the context, it enables people to interpret it differently.
3) To see if there was a translation to English, since even though I understand the text, I can't find the best way to translate it.

Basically it says that he who has loved one woman understands women better than who loved many. Unlike the translation in this chapter, there is no "who knows only his wife and loves her". The original phrase does not mention any wife, "knowing only her" and "thousand". Maybe the translator found the original phrase, be it translated to English or not, and used that instead? I don't know.

The junior, clueless as you are, asks if he is talking about his wife and what kind of woman she is. The judge denies and outright says what he means: "know one deeply instead of many." As if you know a lot of people, you don't really know them. If you know someone very well, you can understand many. According to him, this is what makes he able to seem through lies, not his experience with court cases.

At least this is how I understood it.

Is the judge's commentary on his own family meant to give us the idea that he is "on to them" OR maybe the author is trying to show us a severely flawed and broken man who only sees lies, and cannot even enjoy the family he has? A family who despite his late arrival has cake and celebrates his birthday. There is a level of nuance that I personally have missed this entire series that makes reading any of these characters hard for me personally. Whether by intention or just a side affect of the language differences, I don't know.

Well gee thanks for the 'clueless as you are' shit... The chapter doesn't show the judge understanding any one person really well, and definitely not anyone who would throw light on Shinju... But maybe it'll be clearer in coming chapters; happy to see how it develops
