Well... Neeko certainly has some technology skills. However they were gained through a hobby and she doesn't have formal higher level education in them, which already ranks her low when job applications are processed. She's facing heavy competition from others just like her in a job market where supply far outweights the demand. With her social skills, no, she's not going to get the job, it goes to someone who's just as good (or better) than her and capable of communicating that.

On the plus side, in near future (relative to date she lives in) she's perfectly suited for those work-from-home arrangements.
