At the very most, she abused her employment position, and that led to a disciplinary dismissal. The reason her bosses called her a criminal, was because of what her actions are going to result for Japan as a whole. They're not saying she literally broke the law, because she hasn't. What's weird is that Katsuki wasn't shit canned as well. He also abused his position, used the restricted terminal for his own personal business. That's equally as bad as her. And unlike her, who says she's not smart, he should be smart enough to realize how big a transgression he's committed. Unless you're going off of information in the WN, the manga doesn't show her doing any of this for entertainment (And in this version she might have totally different motivations than in the WN). Shimizu Mizuki has only shown up in 2 chapters so far, 2 and 9. From what we've been shown so far, she didn't set up MC's ex with another employee for entertainment, she can honestly believe that the Higher level employee is a better boyfriend, than the nobody MC. And the manga doesn't show her covering for Nomura either. Saruwatari and the male employee are the only ones that make an appearance in chapter 5. The unknown Male employee is the one that implies he knows about covering stuff up, not Saruwatari.

Being disrespectful isn't against the law. It makes her a bad employee, which again, isn't against the law. And it's not like she forced Kaori to date him. She personally made a shitty choice to cheat.

Yeah, Novel was abit less HARSH on her at the start of her karma! So guessing the Manga wanted to be more HARSH. Looking at Ex since I see people still talking about the Resteraunt! For all her wanting to make her family PROUD, she kind of was "taking in" by the "Adventurer hate" around the Office, for all her getting treated like she did, there STILL is an Anti-Adventurer sentiment among the Staff that LEAD to her and Twat number 2 THINKING thy were "superior" to adventurers! Her EXCUSES and feeling she failed is the classic what happens when fools like her RUIN themselves because they "assumed their would be no trouble" and funny enough, if Raito HADN'T been Zero and the PRESSURE from above came down on their branch, would she have been PUNISHED for her gross abuse of her position! Seems like the manga, that just fell several levels in my opinion, will go with a better resolution for the offending parties than the original, as this whore didn't even suffer much in the web novel, she was demoted from the guild because they wanted her to leave as firing in Japan is a problem, that or be a example to other employees to not abuse their powers, that was still a very stupid resolution as she committed a criminal act that immensely damaged the guild and the nation, being fired for it without any other punishment is already being as light as possible.

I really hate protagonists that are too good, as villains that don't suffer will not stop being bastards, and the lack of a punishment wil make other people think that is fine to do the same, in a realistic setting what happened would spread the rumor in the guild that the state workers are above adventurers and even stopping a S rank from working and blacklisting them will cause nothing more than being dismissed, at most.
