So, basically, he(or his doppelganger) is deploying the fake bomb to made the park empty, so his sick friend can enjoy the park without any disturbance?
@SBP I think he might've been trying to stop it getting built over too... maybe? Which didn't seem to work in the end, but well, he did get his buddy some peace and quiet for a bit at least.
